For the step counting, I'm leaning towards Garmin being incorrect, but it's so hard to truly know. For instance, random movements, like using a keyboard or washing the dishes or having the dog on the end of a leash or whatever all contribute to your wrists moving which your device might constitute as a "step" being recorded on one device but not the other.
